Born here? You're a native. If you're a legal adult, you can stay.
Minor child born to illegal parents? Leave with your parents until you're old enough to move back. Tough shit if your parents didn't go through the process.

what illegal in his or her own mind would walk into a licencing place and say, Hi, im here illegally and I want a DVL?
Even if they did fall for it, the whole idea is stupid. They hit a car, the cop see's the driving licence "DING DING DING! hopefully the illegal alien gets arrested.

Hah! Just the opposite. Cops don't check on whether or not someone is here illegally in that case. In fact, they can't. So as long as they have a valid license, the law is happy.
